Implementation of the electricity balancing capacity fee from 01.01.2026

Dear customer!

According to § 53¹, subsection 3 of the Electricity Market Act, from 1 January 2026 all electricity consumers and producers must pay a balancing capacity fee to the system operator Elering. The purpose of this fee is to ensure the readiness of fast-reacting power plants – the balancing reserves (frequency reserves). If production changes sharply or unexpected failures occur, these reserves help to prevent power outages and restore the balance between consumption and production.

In accordance with § 531, subsection 3 of the Electricity Market Act, the open supplier (electricity seller) must list the balancing capacity fee as a separate line item, and the fee applies to consumed and produced electricity starting from January 2026. The fee will appear for the first time on your January 2026 invoice, which we will send you in February.

The approved balancing capacity fee remains at the same level throughout 2026. The tariff for both consumers and producers is 3.73 €/MWh (or 0.00373 €/kWh) without VAT, and 4.6252 €/MWh (or 0.004652 €/kWh) including VAT. This fee is not included in the electricity price and will be added to your electricity bill as a separate line. If you are a consumer, the balancing capacity fee is calculated only based on your consumption. If you also produce electricity, the fee will additionally be applied to your production volumes.

The fee is cost-based, meaning that starting from 2027, the system operator Elering may adjust it with six months’ notice depending on changes in the actual costs of purchasing frequency reserves. The new balancing capacity fee rate will be published on the Elering AS website.
